Ciprian Ciucu, the Sector 6 mayor, has been elected as the new mayor of Bucharest with 36.16% of the votes secured in Sunday's elections. Based on his recent statements, one of his priorities will be the completion of the Urban General Plan (PUG), which should unlock new real estate developments based on the needs of the city.


“Bucharest needs a modern General Urban Plan that channels growth into underused and former industrial zones, not into established neighborhoods. Planning must reflect the city’s vision, not developers’ agendas,” said Ciucu in early December for gandul.ro.

During the same interview, the mayor said that he likes the development model of Madrid.

"(There—editors note) if you intend to develop a significant number of units in an area—perhaps 2,000 to 3,000—let us negotiate. Developers are being told: do you want to build? Then let us build the infrastructure first. We will install the utilities and roads, but in exchange, you must transfer 30% of the land to the municipality or provide the equivalent value in units to be used as social housing.”

He also stated that “In Sector 6 we have required compliance with planning law and sound urban principles. We have taken on developers in court where needed—and won—because protecting Bucharest’s interests means seeing cases through.”

Furthermore, the incoming mayor said the City Hall will launch an Urban Zoning Plan (PUZ) to regenerate the Magheru–Victoriei corridor and extend towards the Old Town.

“The goal is a destination street environment—less through traffic, better air, more retail and public realm—backed by rules-based planning, monetized parking, and a shift to public transport,” said Ciucu in early November in an interview for Radio Guerilla.

Ciucu, aged 47, has been mayor of Sector 6 of Bucharest since 2020.

New appointments

  • Czech investment group SCF has expanded its team by appointing Jan Simandl as Senior Leasing Team Leader. In this role, Simandl will oversee leasing activities across the company’s commercial property portfolio. He previously worked for CPI Property Group and CBRE.
  • Michał Kochanowski-Laren has joined Avison Young Poland’s Technical Advisory and Project Management team as Project Manager. In his new role, he is responsible for delivering a variety of consultancy projects across all segments of the commercial real estate market in Poland. Kochanowski-Laren is an electrical engineer and a graduate of the Warsaw University of Technology.
  • Colliers Hungary has appointed Balint Laszlo as Director and Head of Design & Build. Laszlo brings over a decade of expertise in technical project management and fit-out execution, with a specific focus on the office and industrial sectors. He previously served as Head of Fit Out at Futureal Group, where he managed project execution, technical delivery, and cross-functional collaboration. His professional background also includes site management and commercial leadership roles.
