More than half of the 1.24 million sqm of office space leased in 2021 was located in Warsaw. Renegotiations accounted for nearly 45% of the total transaction volume.  However, the main regional cities now account for three times more square metreage under construction than the capital city.


International advisory firm JLL has summarised performances and conditions, at the end of Q4 2021, for  Warsaw and the largest regional office markets (Kraków, Wrocław, the Tri-City, Poznań, Katowice, Łódź, Lublin and Szczecin):

  • At the end of 2021, the total stock of office space in Poland stood at 12.2 million sqm, with the largest regional cities[1] increasing their share (49.5%).  

  • Almost 1.2 million sqm of office space is under construction in Poland, with as much as 870,000 located in the country’s largest regional cities. In the capital, however, an 12-year low in developer activity may lead to a demand-supply gap as early as 2023.

  • Poland’s office market saw leases signed for a total of 1.24 million sqm last year. Warsaw, with 646,500 sqm of leased space, recorded a 7% increase in demand compared to 2020. Although the result of eight regional cities – 594,500 sqm – was on a par with the previous year, Q4 saw a marked increase in tenant activity.

  • In the second half of the year, the activity of companies from the modern business services sector increased. Tenant interest in flexible space was also noticeably higher, especially in Warsaw's central locations.

  • Investment volumes in the office market reached €1.7 billion in 2021.

Renegotiations, flexible spaces and a longing for normality

In 2021, demand for office space in Poland stood at 1.24 million sqm, an increase of nearly 5% compared to 2020.

In Warsaw, where 645,500 sqm was leased in 2021, Q4 was clearly the strongest quarter. Similarly, in the eight main regional markets, after three relatively weak quarters, the full year result of 595,000 sqm was achieved due to a strong rebound in the last three months. In Q4, 214,600 sqm was leased, an increase of 90% on the previous quarter.

"Tenants were still quite cautious about making long-term office decisions, as evidenced, for example, by the relatively high share of renegotiations, 45% for Warsaw and 43% for the other analysed markets. However, the increased activity from the modern business services sector in the regions in H2 2021, coupled with the sector’s announcements of further activity in the Warsaw market and the significant scale of ongoing processes, may well have a positive impact on lease transaction volumes in the next few months", says Tomasz Czuba, Head of Office Leasing and Tenant Representation, JLL.

The longing for 'normality' and a return to offices is reflected in the growing demand for flexible space. According to JLL experts, the shortage of such space is visible not only in Warsaw, where the average occupancy rate exceeds 90% in central locations, but also in Kraków, Wrocław and Tri-City. They are primarily of interest to small and medium-sized companies. However, flexible space is also of interest to corporations as it can give them room to either expand or act as a ‘holding pattern’ while awaiting completion of their permanent office location.

The transition period may also be regarded as the time, which companies need to work out and implement their post-pandemic work model. There are many indications that for many firms the hybrid model will be the preferred format, which will significantly influence demand for office space in the next 2-3 years.

"Some companies are still at the stage of developing new work environment strategies and are not able to clearly estimate the demand for offices in the long term. On the other hand, we observed an increase in the number of lease transactions at the end of the year, which augurs well for the entire domestic office market", comments Tomasz Czuba, Head of JLL’s office agency.

Growing regions and low developer activity in Warsaw

In 2021, 550,900 sqm of modern office space was delivered in Poland. This was more than 20% less than the year before.

In 2021, sixteen buildings were completed in Warsaw, with 324,600 sqm available to tenants.The largest ones included Warsaw Unit (56,400 sqm, Ghelamco Poland), Skyliner (44,700 sqm, Karimpol) and the Generation Park Y tower (44,000 sqm, Skanska Property Poland). In the regions, new supply was 40% down on the previous year. Not all of the projects planned for completion in Q4 2021 were completed on time, meaning that the regional stock of modern office space only increased by 226,300 sqm last year. Outside of Warsaw, most new supply was recorded in the Tri-City (73,200 sqm), Kraków (60,700 sqm) and Poznań (37,500 sqm).

"There were various reasons for these delays, such as the absence of a key tenant, prolonged administrative processes and disruptions to supply chains. These factors all had an impact on the construction process. However, most of these buildings will be delivered to the market at the beginning of this year", explains Mateusz Polkowski, Head of Research & Consultancy, JLL.

At the end of Q4 2021, almost 1.2 million sqm of modern office space was under construction across key Polish markets, the same as a year ago. As much as 871,000 sqm is under construction in regional markets with approx. 400,000 sqm scheduled for completion in 2022. Warsaw, on the other hand, is facing a 12-year low in developer activity. Only 310,000 sqm is under construction, the lowest total since 2010.

"The pause in investment decisions following the outbreak of the pandemic has meant that the pace of development in the capital’s market has slowed significantly. This allows us to expect a rather sizable gap between supply and demand over the next year. Demand for premium office space will increase as interest grows in buildings developed in accordance with ESG requirements and principles, and which offer the best technological solutions and a range of amenities to office users. These, however, will not be coming onto the market quickly enough, which is why rental rates in prime buildings are expected to rise", comments Mateusz Polkowski, Head of the Research and Consultancy Team at JLL.

Warsaw primarily attracted investors  

The office sector remains one of the pillars of Poland’s investment market. In 2021, the volume of transactions exceeded €1.7 billion, of which as much as 72% was accounted for by Warsaw. Kraków ranked second in terms of investment activity and attracted nearly 16% of capital located in the office segment.

"Prime buildings continued to attract investors throughout the year, primarily in Warsaw. These are predominantly well-located A-class buildings that guarantee long-term income and a stable lease structure. The most interesting transactions that were finalised in 2021 included the sale y Echo Investment’s sale of its Warsaw Brewery Malthouse Offices (Biura przy Warzelni) in the Warsaw Brewery complex in Wola. The facility was acquired by Deka Immobilien for €152.3 million. In the regional markets, the biggest transaction was the acquisition of the Buma group's portfolio by Partners Group. The value of the purchase of the facilities in Kraków and Wrocław totalled over €200 million. The bullish sentiment that investors displayed at the end of the year, looks set to continue in 2022. Transactions already finalized in January allow us to assume that the current year has the opportunity to become one of the office market’s best ever for total transactions value", concludes Marcin Sulewski, Head of Office Investment, JLL.




New leases

  • UDH, one of Poland’s largest distributors of premium imported beers, has leased approximately 1,400 sq m of modern warehouse and office space at the Park Rysy Kraków distribution centre. The tenant, which has chosen to expand its operations in southern Poland, was once again represented by AXI IMMO.
  • Golden Star Estate has secured a long-term lease agreement with global technology solutions and consulting provider C&F for nearly 1,900 sqm of office space at the Konstruktorska Business Center. Following the transaction, the property, located in Warsaw’s Mokotów business district, is now almost fully leased. The Polish branch of C&F will officially relocate to the facility at the beginning of 2027.
  • Natland Group has committed to its long-term presence at Prague-based Rohan Business Center through a lease extension covering 2,004 sqm of office space, together with storage facilities and dedicated parking spaces, in a deal brokered by iO Partners.

New appointments

  • Indotek Group has announced the appointment of Diederik Bakker as Group Chief Investment Officer and Group Head of Asset Management. In his new role, the Dutch real estate investment professional will gradually assume responsibility for the company's ITAM (investment, transaction, and asset management) activities across 12 European countries, supporting the next phase of Indotek Group’s growth. His focus includes facilitating sound investment decisions across Europe and developing a group-level portfolio management strategy that combines local market knowledge with international asset management know-how.
  • Peakside Capital Advisors has appointed Bogi Gabrovic to advise the board and support its investment and acquisition activities in Poland. Gabrovic brings more than 25 years of CEE real estate experience to the role, having previously held senior executive positions at CTP, Golub & Company, and White Star Real Estate, where she managed transactions exceeding €2 billion.
  • Katarína Brydone, Jana Vlková and Vendula Maršová have been appointed as the first Equity Partners of Colliers’ Czech business. Brydone brings more than 20 years of experience in international real estate. Vlková has more than 25 years of experience in commercial real estate. Maršová, Partner and Head of Valuation and Advisory Services, brings more than 16 years of experience in real estate valuation and advisory.
