Romania's new Territorial Planning, Urbanism and Construction Code (CATUC) introduces principles that bring the country's regulatory framework closer to established European practices, according to Dan Craciunescu, founder of West Group, a company active in real estate development and construction in both Romania and Germany.


"We have ongoing projects in both Romania and Germany, which allows us to directly observe the differences between the two systems. Limiting the possibility of increasing land-use and density indicators through Zonal Urban Plans and establishing key parameters through higher-level urban planning documentation brings the Romanian approach closer to the one we see in Germany, where amendments to an urban plan generally follow a formal procedure," said Dan Craciunescu, founder of West Group. He added that predictability depends on consistent application as much as on the content of legislation itself, noting that CATUC's effects will become easier to assess as local authorities begin implementing the new procedures.

On permitting timelines, Craciunescu welcomed the shorter deadlines introduced by CATUC for planning documentation and building permits, while cautioning that a period of adjustment is likely. "Even in Germany, where procedures are well established, obtaining approval for a project can take several months. The deadlines proposed in Romania are ambitious and welcome. There will likely be a natural adjustment period, especially considering that local authorities differ in terms of capacity and workload," he said.

The code also introduces urbanisation agreements, through which developers and local authorities can negotiate infrastructure contributions linked to a development. Craciunescu noted that similar mechanisms exist in Germany and can work well when responsibilities are clearly defined from the outset. He stressed that cost transparency will be central to the success of both urbanisation agreements and the new territorial infrastructure contribution, arguing that a clear calculation formula will allow investors to incorporate these obligations more accurately into project assessments.

"We see in CATUC a number of principles that bring Romania closer to practices we encounter in Germany. I do believe that greater clarity of rules, more predictable procedures and a clearly defined dialogue between public authorities and investors can be beneficial. How these principles will work in practice in Romania will naturally become evident over the coming period," Craciunescu concluded. West Group has delivered more than 220 projects and currently manages more than 20 active projects across Romania and Germany, including a strategic partnership for NATO-related infrastructure projects in Germany valued at more than €100 million over five years.




New leases

  • UDH, one of Poland’s largest distributors of premium imported beers, has leased approximately 1,400 sq m of modern warehouse and office space at the Park Rysy Kraków distribution centre. The tenant, which has chosen to expand its operations in southern Poland, was once again represented by AXI IMMO.
  • Golden Star Estate has secured a long-term lease agreement with global technology solutions and consulting provider C&F for nearly 1,900 sqm of office space at the Konstruktorska Business Center. Following the transaction, the property, located in Warsaw’s Mokotów business district, is now almost fully leased. The Polish branch of C&F will officially relocate to the facility at the beginning of 2027.
  • Natland Group has committed to its long-term presence at Prague-based Rohan Business Center through a lease extension covering 2,004 sqm of office space, together with storage facilities and dedicated parking spaces, in a deal brokered by iO Partners.

New appointments

  • Indotek Group has announced the appointment of Diederik Bakker as Group Chief Investment Officer and Group Head of Asset Management. In his new role, the Dutch real estate investment professional will gradually assume responsibility for the company's ITAM (investment, transaction, and asset management) activities across 12 European countries, supporting the next phase of Indotek Group’s growth. His focus includes facilitating sound investment decisions across Europe and developing a group-level portfolio management strategy that combines local market knowledge with international asset management know-how.
  • Peakside Capital Advisors has appointed Bogi Gabrovic to advise the board and support its investment and acquisition activities in Poland. Gabrovic brings more than 25 years of CEE real estate experience to the role, having previously held senior executive positions at CTP, Golub & Company, and White Star Real Estate, where she managed transactions exceeding €2 billion.
  • Katarína Brydone, Jana Vlková and Vendula Maršová have been appointed as the first Equity Partners of Colliers’ Czech business. Brydone brings more than 20 years of experience in international real estate. Vlková has more than 25 years of experience in commercial real estate. Maršová, Partner and Head of Valuation and Advisory Services, brings more than 16 years of experience in real estate valuation and advisory.
