Organised by the international consultancy BN8 and the country's leading developer Green Paraná, with the collaboration of the Embassy of Paraguay and REDIEX, the Investment and Export Network of Paraguay, the first edition of PREIF 2026 introduces European investors to a market with double investment-grade status, a 10% flat tax and gross yields of up to 10%.
The first edition of the Paraguay Real Estate Investment Forum (PREIF 2026) will take place in Vilnius on September 24 and in Warsaw on October 1. The forum is the first event of its kind in Europe, aimed at investors, family offices, wealth managers and financial institutions in Lithuania, Poland and the wider region. It introduces them to a market that has so far remained largely undiscovered by European capital.

Both events will be opened by H.E. Fernando Acosta, Ambassador of Paraguay, and will feature legal experts and testimonials from investors in the country. The keynote speaker will be Fernando de Cevallos, president of Green Paraná, the country's pioneering real estate developer, with more than 100,000 square metres developed.
"If the moment for Paraguay is now, for Ciudad del Este it's even more so. It's one of the country's great hidden treasures," says De Cevallos, who calls the area's potential "almost infinite," citing its position at the triple frontier and its role as the country's hub for energy, industry and trade.
Paraguay is in a period of macroeconomic consolidation that makes it an increasingly attractive real estate destination. It holds investment-grade ratings from both Moody's (Baa3, 2024) and S&P (BBB-/A-3, 2025) and recorded a record USD 1.18 billion in foreign direct investment in 2025. The tax framework is also favourable: a 10% flat tax, no wealth or inheritance tax, no capital gains tax on personal property, and a territorial system that exempts foreign-sourced income.
Foreign buyers can own property outright, on equal terms with local buyers, and can obtain residency within weeks through a real estate investment from USD 200,000. The projects reviewed by the organisers show gross rental yields of up to 10%, well above those typical of residential markets in Poland and much of Europe. Transactions are denominated in US dollars.
Paraguay is a full member of Mercosur, which gives access to more than 295 million consumers. The trade agreement between Mercosur and the European Union adds even more relevance to investing in the region. The country is self-sufficient in energy and food and is the world's second-largest exporter of hydroelectric power, thanks to the Itaipú and Yacyretá dams. Its population is young and growing, in contrast to the ageing seen across much of Europe.
"Paraguay is no longer a bet; it's becoming a strategy," says Rubén de Pedro, the forum's promoter, investor in Paraguay and CEO and co-founder of BN8. "It's a market with macroeconomic stability, unusual tax advantages and returns well above those of traditional European markets. With PREIF, we want to be the first to build a bridge between European investors and one of the fastest-growing economies in South America."
Each event includes a market and tax briefing, a showcase of projects from the country's leading developers, a legal and residency panel on Paraguay's new Investor Pass, and investor testimonials. Attendees will get early access to a curated selection of high-yield projects, with information not available through public channels, and can request private meetings with developers at the close of the event.
